Starting from June 2025 28th, importing certain cultural goods into France requires either an import licence or a statement from the importer of record confirming that all necessary steps have been taken to prove the goods come from a legal source.
These two types of documents are now handled and stored in the ICG (Import of Cultural Goods) IT system, created by the European Commission.
New customs codes have been introduced to reflect these new rules and types of goods they apply to.
The goal of these measures is to fight illegal trade and protect cultural heritage.
